Dave is Senior Counsel at Norton Rose Fulbright US LLP. Previously, he was an Attorney-Fellow at the United States Securities and Exchange Commission. During this time, he was a principal drafter of both the final Municipal Advisor rule and the 2012 SEC Report on the State of the Municipal Securities Market which outlined the SEC’s ongoing agenda with respect to regulation of municipal securities disclosure.
A former Adjunct Professor at Georgetown, where he taught “The Securities Law of Public Finance,” Dave continues to lecture at conferences across the country about regulatory matters in municipal finance. Dave earned his J.D. from Harvard Law School and a B.A. in Social Psychology from the University of New Mexico.
Dave is Senior Counsel at Norton Rose Fulbright US LLP. Dave has more than 25 years of experience in all aspects of the municipal finance market including providing advice with respect to the regulation of broker-dealers and municipal advisors, as well as acting as bond and disclosure counsel to municipal entity and obligated person clients. Dave has served as general counsel to a municipal broker-dealer where he created and oversaw the implementation of policies to ensure compliance with federal, state and local laws including the rules and regulations promulgated by the SEC, MSRB, FINRA, FPPC and other regulatory agencies.
Previously, he was an attorney-fellow in the Office of Municipal Securities at the United States Securities and Exchange Commission from 2010-2013. During this time, he was a principal drafter of both the final Municipal Advisor rule and the 2012 Commission Report on the State of the Municipal Securities Market which outlined the Commission’s ongoing agenda with respect to disclosure matters in the municipal finance market. From 2004 – 2009, Dave served as an associate general counsel at Assured Guaranty.
Dave’s clients include regulated entities as well as, cities, counties, school districts, special districts and State agencies. Previously, he was a Deputy City Attorney for the City and County of San Francisco.
A former adjunct professor at the Georgetown Law Center where he taught “The Securities Law of Public Finance,” Dave is also a frequent speaker at industry conferences on municipal advisor and broker-dealer regulatory compliance issues, as well as SEC enforcement and disclosure issues related to the municipal market.
